Foreigners effectively cannot register drones ≥250 g (CURP required) — bring a sub-250 g drone or don't fly. Enforcement varies; confiscation risk at some sites.
The rules
- Drones ≥250 g must be registered with AFAC, but registration requires a CURP (Mexican ID) — effectively blocking foreign visitors. Sub-250 g drones avoid registration.
- Even sub-250 g: no flights over people or gatherings, VLOS only, daylight only, max ~120 m.
- Many archaeological sites (INAH-managed, e.g. Chichén Itzá, Teotihuacán) prohibit drones outright and enforce with confiscation and fines.
- Airports, military zones, and Mexico City center are no-fly areas.
